In New Castle County, the problem of adequate federal funding is compounded by the lack of private landlords willing to accept Section 8 tenants. The county does not own any public housing. Anne Farley, general manager of the county’s Department of Community Services, said many landlords are reluctant to rent to low-income tenants because they believe it will lead to trouble.
